MINTP main building to host services: increase efficiency to devour resources

The newly edifice site of MINTP headquarter at Etoudi in Yaoundé, consist of four (4) main complex building of different structures to host the central services of the Ministry of Public Works, it covers the total surface of 1857m2. The works on the construction site at Etoudi is considered to have reached a percentage rate of 23.63%

This project is expected to be implemented as fast as possible, given that MINTP provided more pressing dimension chart to facilitate the work, thereby increases the amount of human resources to be mobilized following the enlargement of the site. The works on the construction site at Etoudi is considered to have reached a percentage rate of 23.63%, and a consumption rate of 66.66% as of September 2016.

The contract of this project was awarded to Chinese company SINOHYDRO Corporation Ltd, presently, construction works is moving on rapidly. According to the control head, the company has improved its performance in order to consume the resources allocated for the project, this year 2016 and more is expected in the latter in 2017. Meanwhile, joint-venture GPT Integc/Buban Ngu Desco/Afrikan is in charge for the control and supervision of the work.

According to the contract description, the main complex will have the following capacity; (Block A) covers a surface of 516m2, comprising (13) levels, (10) storeys, (02) basement, (01) ground floor that will contain 131 offices (Block B & C) covers the surface of 536.24m2 having (7) level floors each,  (02) basement, (01) ground floors and 4 storeys for a total 159 offices for block B and 72 offices for block C; (Block D), covers the surface area of 267.57m2, (02) basement and (03) storeys floors that will host 6 offices.

In detail the progress is as follows: Block A; the fabric of 2 basement and the ground floor basement 1,2 and 3 have been performed, the sails walls of stage 4 is completed, living the top floor in progress. Block B; the carcass work had been performed, while the fabric work of basement 1 and 2, one ground floor of stage 1,2 and 3 is in progress including the veils walls on the 4 floor. Block C; the car pack space is ready and the fabric basement of floor 1 and 2 including one of the underground floor of stage 1, 2 and 3 are in progressive rate join with top 4 floor. Block D; for this block the foundation work is still going on. There was an innovation whereby 03 booths were added, one for public input and 02 for VIP tickets.

As a reminder, this project was handed over to the Chinese SINOHYDRO Corporation Limited for an amount of FCFA 16,100,130,882 including tax to complete the work within 36 months, meanwhile, the partial project management is provided by joint-venture GPT Integc/Buban Ngu Desco/Afrikan, with an amount of FCFA 1,476,883,006 including tax, for a period of 38 months and the Technical Control standard risk will be provided by APAVE Cameroun. To sum it all the sum of FCFA 17,688,655,738 including tax, was an amount provisionally earmarked for the construction of the building of MINTP headquarters financed by MINTP Public Investment Budget (PIB).

MINTP main building will definitely improve the deficit level in offices and optimizes performance by bringing together all the services of the ministry in one host building thereby facilitating the movement of documents.

The head of the control team outlines some difficulties encountered such as the late payment, delays in the delivery of sixteen containers of materials and equipment at the autonomous port of Douala. All this paved ways for the company to seek for an extension of time for both the execution of work and project management, as of now all these have been put under control by MINTP to avoid situation of late delivery and late payments.
