- 1. Object:
The Minister for Public Works, hereby issues an Open National Invitation to Tender for the acquisition of high capacity scanners in view of the exploitation of the strategic application at the Ministry of Public Works.
- Scope of Works :

3. Eligibility:
Participation in this tender shall be open to Cameroon-law contractors.
4.Financing:
The services shall be financed by the MINTP Budget for the 2014 Financial Year, Line 36 470
01 3300115 2260 for an estimated cost of one hundred and fifty million (150 000 000) CFA F, inclusive of taxes.
- Supply timeframe:
The maximum supply timeframe shall be thirty (30) days with effect from the date of
notification of the Notice to Proceed.
- Administration on behalf of which the contract will be concluded:
At the end of examination of the offers and the choice of the successful tenderer, the contract will be concluded between the Minister for Public Works, Contracting Authority, and the tenderer.
- Provisional guarantee:
Tenders shall include a provisional guarantee (bid bond), issued in keeping with the tender
model by a first class banking institution approved by the ministry in charge of finance. It shall stand at two million (2 000 000) CFA F.
The provisional guarantees of unsuccessful tenderers shall be released automatically at most thirty (30) days after the expiration of the tender validity. That of the successful tenderer shall be released after the constitution of the definitive guarantee.
- Consultation of tender documents:
Tender documents may be consulted at the MINTP Sub-Department of Public Contracts,
tel: 22 23 14 22, situated by the Yaounde Municipal Lake.
- Acquisition of tender documents:
Tender documents may be obtained at the MINTP Sub-Department of Public Contracts,
situated by the Yaounde Municipal Lake, upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of one hundred and twenty thousand (120 000) CFA F.
Such a receipt must identify the payer as representing a contractor willing to participate in the tender.
- Presentation of tenders:
Tenders shall be divided into three volumes and submitted in a simple envelope as follows:
- Envelope A containing the administrative documents (volume 1);
- Envelope B containing the technical proposal (volume 2),
- Envelope C containing the financial offer (volume 3).
All the constituent documents (envelopes A, B and C) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned.
The different documents of each tender shall be numbered in keeping with the order indicated in the tender file and separated by colour dividers.
- Submission of tenders:
Drafted in English or French and in septuplicate (7) including one original and six (6)
copies, labelled as such, tenders shall be submitted at the MINTP Sub-Department of Public Contracts, tel: 22 23 14 22 no later than 11 July 2014 at 10 a.m, local time. They shall bear the following:

- Tender compliance:
In addition to the administrative documents, each tender shall include a provisional
guarantee issued, in keeping with the tender model by a first class banking institution (list indicated in the tender document) approved by the ministry in charge of finance. It shall stand at two million (2 000 000) CFA F.
The provisional guarantee shall enter into force with effect from the tender-submission deadline and shall be valid for a period of thirty (30) days with effect from the tender-validity deadline.
Lest they be rejected, shall be submitted only originals or true copies of the relevant
administrative documents, certified by the issuing service in keeping with the requirements of the Special Tender Regulation. They must be valid in keeping with the regulation in force.
- Opening of tenders:
Tenders shall be opened once by the MINTP Tenders Board on 11 July 2014, at 11 a.m in the meeting room of the Centre Regional Delegation of Public Works.
Only tenderers may attend the opening session or each have themselves represented by one duly mandated person of their choice with sound knowledge of their file.
- Evaluation criteria:
14.1 Eliminatory criteria:
Tenders not meeting the following criterial shall be rejected:
- Incomplete administrative documents, technical proposals and financial offers;
- False declaration or forged documents;
- Absence of a quantified unit price in the financial offer;
- Absence of the authorisation of the manufacturer or of his approved representative;
- Tenderer’s financial capacity ≥(fifty million (50 000 000) CFA F;
- Failure to meet one of the following minimal characteristics:
- 60 PPM scanner : Optical resolution ≥ 600 dpi
- 100 PPM scanner: Optical resolution ≥ 600 dpi
- 140 PPM scanner: Optical resolution ≥ 600 dpi
- A4 to A0 scanner: Optical resolution ≥ 600 dpi
- Accessories
- Commercial type dematerialization software
- Permanent license for any software supplied
- Failure to meet at least seven (7) out of the nine (9) essential criteria.
14.2Essential criteria:
The technical proposals shall be evaluated as per the following essential criteria indicated in
the evaluation grid:
- Presentation out of 1 criterion;
- Planning of supply out of 1 criterion;
- Guarantee out of 3 criteria;
- After-sales service out of 1 criterion;
- Contractor’s references out of 2 criteria;
- Compliance of supplies with the technical requirements out of 1 criterion;
15. Tender validity:
Tenderers shall be bound by their tender for a period of ninety (90) days with effect from
the tender-submission deadline.
16. Contract award:
The contract shall be awarded to the tenderer with the lowest bid deemed to be essentially
in keeping with the tender document.
