OPEN NATIONAL INVITATION TO TENDER No47/AONO/MINTP/CMPM/2014 of 8 MAY 2014 for the execution of maintenance works on certain priority paved roads of the Southern Network (2014 Annual Programme)

As part of the 2014 paved roads maintenance campaign, the Minister for Public Works,

Project Owner, hereby issues on behalf of the Republic of Cameroon, an Open National Invitation to Tender for the execution of the above works.

  1. 1. Object

The tender concerns the execution of periodic maintenance works on National Road

No3 :YAOUNDE – NDOUPE (bridge) (Lenght: 113 km) in the South Region for the 2014 Financial Year.

  1. 2. Scope of works

The works shall comprise the following tasks inter alia:

  • Borrowed backfill;
  • Excavation forpavement cleansing;
  • Scarification;
  • Patching of potholes;
  • Patching using bituminous mixture or G emulsion;
  • Patching using double dressing;
  • Isolated and grouped crack silting;
  • Gravelling of shoulders with lateritic graded aggregate;
  • Planing of shoulders;
  • Foundation with natural gravel;
  • Base with natural and crutched gravel;
  • Reconstitution of the wearing course and pavement;
  • Transverse and longitudinal drainage;
  • Repair of structures;
  • Road signage and environment protection measures;

3. Eligibility

Participation in this tender shall be open on equal conditions to all Cameroon-based public works contractors or joint-ventures.

  1. 4. Financing

Works under this tender shall be financed by the budget of the Ministry of Public Works (Road Fund line) as part of the 2014 annual programme.

  1. Consultation of tender documents

Tender documents may be consulted at the MINTP Department of General Affairs, Sub-Department of Contracts by the Yaounde Municipal Lake.

  1. Acquisition of tender documents

The tender documents may be obtained at the MINTP Department of General Affairs, Sub-Department of Public Contracts, Block G by the Yaounde Municipal Lake, upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of five hundred thousand (500 000) CFA F.

The said receipt must identify the payer as representing a contractor willing to participate in the tender.

  1. 7. Provisional guarantee (bid bond)

Tenders shall include a provisional guarantee (bid bond) issued, in keeping with the model

indicated in the tender file, by a first class banking institution approved by the Minister in charge of finance. The amount shall stand at forty million (40 000 000) CFA F.

The provisional guarantees of unsuccessful tenderers shall be released automatically at most thirsty (30) days with effect from the expiration of the tender-validity. That of the successful tenderer shall be released as soon as the definitive guarantee shall have been constituted

  1. Presentation of tenders

The tender constituent documents shall be presented in the following three volumes enclosed in a simple envelope:

  • Envelope A containing the Administrative documents (Volume 1);
  • Envelope B containing the Technical proposal (Volume 2);
  • Envelope C containing the Financial offer (Volume 3).

All the constituent documents (envelopes A, B and C) shall be enclosed in a sealed outer

envelope bearing only the subject of the tender.

The different documents of each offer shall be numbered in the order indicated in the tender and separated by dividers of the same colour.

  1. 9. Application deadline

Interested tenderers shall have thirty (30) days to apply, with effect from the date of

publication of this tender.

10.  Submission of tenders

Drafted in English or French and in septuplicate (7) including one (1) original and six (6) copies,labelled as such, tenders shall be submitted in a sealed envelope and against a receipt at the MINTP Department of General Affairs, Sub-Department of Public Contracts, Block G by the Yaounde Municipal Lake, no later than 26 june 2014 at 10 a.m. They shall bear the following:

To be opened only at the tender-evaluation session.”

11. Tender compliance

Any tender received after the submission deadline and those not respecting the separation mode of the financial offer from the administrative document and the technical proposal shall be rejected.

Lest they be rejected, shall be submitted only the originals or true copies of administrative documents, certified by the issuing service, in keeping with the requirements of the Special Tenders Regulation.

They must date no more than three (3) months old on the initial tender-submission deadline.

12. Opening of tenders

The administrative documents, the technical proposals and the financial offers shall be opened on 26 june 2014 at 11 a.m, in the meeting room of the MINTP Tenders Board located at the Centre Regional Delegation of Public Works.

Only tenderers may attend this session or each have themselves represented by one duly mandated person of their choice with sound knowledge of their file.

13.Tender validity

Tenderers shall be bound by their tenders for a period of ninety (90) days with effect

from the tender-submission deadline

14. Tender evaluation

Eliminatory criteria

a)  Incomplete or non-compliant administrative, technical or financial files;

b)  Incomplete technical file due to the absence of one of the following documents:

b1) Attestation of site visit signed by the tenderer;

b2) Methodology note (organization, planning and understanding of the project);

b3) Attestation of enrolment into the National Order of Civil Engineers (NOCE) for a Civil Engineer proposed as Head Foreman with at least five years experience;

c)  False declaration or forged documents;

d)  Failure to execute during the past ten years, a paved road maintenance or rehabilitation project of at least five hundred million (500 000 000) CFA F;

e)  Failure to show proof of ownership of the following munimum equipment:

-  A wheel compactor;

-  A minimum 8000 liter capacity spreader;

-  A crushing accessory (crusher);

-  A hand compactor;

-  Two 10 m3 capacity tipping trucks;

-  A finisher;

-  A soilsaw.

f)   Non-presentation of a Head Foreman, Civil Engineer (G.C.E A/Level + 3 years) with at least five (5) years general experience in public works and civil engineering and at least three (3) years experience in the field of paved road maintenance;

g)  Presence of the CV of a Civil Servant without presentation of all the documents justifying his liberation from the Public Service;

h)  Failure to meet at least 27 out of the 34 essential criteria;

i)    Omission of a quantified unit price in the financial offer;

j)    Absence of a quantified unit price sub-detail in the financial offer.

Essential criteria

The technical proposals shall be evaluated out of 34 criteria according to the following essential criteria:

a)    Supervisory staff out of 15criteria;

b)    Site equipment to be mobilised out of 11 criteria;

c) Contractor’s references out of 8 criteria.

  1. Contract award

The contract shall be awarded to the tenderer with the lowest bid and meeting the

The execution timeframe shall be twelve (12) calendar months including the rainy periods, with effect from the date of notification of the Notice to Proceed.
