OPEN NATIONAL INVITATION TO TENDER No72/AONO/MINTP/CPM/2014 of 08 july 2014 in emergency procedure for the extension, maintenance and securement of the Intranet network of the Central Services of the Ministry of Public Works

Introduction
On behalf of the Republic of Cameroon, the Minister for Public Works, Project Owner, hereby issues an Open National Invitation to Tender for the above indicated operation.
- 1. Object
The Tender cover extension, maintenance and securement of the Intranet network of the Central Services of the Ministry of Public Works.
- 2. Scope of works
The works shall be tendered for in two (2) lots as follows:

3. Eligibility
Participation in this tender shall be open on equal conditions to all Cameroon-law service providers.
4. Financing
Works under this tender shall be financed by the budget of the Ministry of Public Works for the 2014 Financial Year, line 36 470 05 320012 2249. The estimated cost shall stand at Two hundred million (200 000 000) CFA F shared as follows:
Lot 1: One hundred and forty million (140 000 000) CFA F;
Lot 2: Sixty million (60 000 000) CFA F.
5. timeframe
The maximum execution timeframe shall sixty (60) days.
- 6. Administration on behalf of which the contract will be concluded
after the evaluation of the offers, the contract shall be signed betwwen the Minister of the Public Works and the successfull tenderer.
- 7. Provisional guarantee (bid bond)
Tenders shall include a provisional guarantee (bid bond), issued in keeping with
the tender model by a first class banking institution approved by the Ministry in charge of finance. The amount of the guarantee for each lot shall stand as follows:

The provisional guarantees shall be valid for a period of 120 days with effect from the tender-opening session. The non-compliance of a guarantee shall lead to rejection of the corresponding tender.
- 8. Consultation of tender documents
The tender documents may be consulted at the MINTP Sub-Department of Public
Contracts by the Yaounde Municipal Lake.
- 9. Acquisition of tender documents
The tender documents may be obtained upon publication of this tender at the MINTP
Department of General Affairs (Sub-Department of Public Contracts) by the Yaounde Municipal Lake, Tel: 22 23 14 22, upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of one hundred and fifty thousand (150 000) CFA F.
The said receipt must identify the payer as representing a contractor willing to participate in the tender.
10. Presentation of tenders
The tender constituent documents shall be presented in the following three volumes enclosed in a sealed envelope as follows:
- Envelope A containing the Administrative documents (Volume 1);
- Envelope B containing the Technical proposal (Volume 2);
- Envelope C containing the Financial offer (Volume 3).
The documents thus presented shall be enclosed in a sealed outer envelope bearing
only the subject of the tender. The different documents of each tender shall be numbered in the order indicated in the tender file and separated by dividers of the same colour.
11. Application deadline
Interested tenderers shall have twenty-one (21) days to apply, with effect from the date of
publication of this tender.
12. Submission of tenders
Drafted in English or French in septuplicate (7) including one (1) original and six (6) copies, labelled as such, tenders shall be submitted in a sealed envelope against a receipt at the MINTP Sub-Department of Public Contracts by the Yaounde Municipal Lake, no later than 08 july 2014 at 10 a.m. They shall bear the following:

13. Tender compliance
In addition to the administrative documents, each tender shall include a provisional
guarantee issued in keeping with the tender model by a first class banking institution (list indicated in the tender file) approved by the Ministry in charge.
The guarantee shall enter into force on the tender-submission deadline and shall remain valid for a period of one hundred and twenty (120) days with effect from the tender-validity deadline.
Lest they be rejected, shall be submitted only the originals or true copies of the other relevant administrative documents, certified by the issuing service in keeping with the requirements of the Special Tender Regulation. They must be valid in keeping with the regulation in force.
The absence or non-respect of the guarantee model issued by a first class banking institution approved by the Ministry in charge of finance of the Republic of Cameroon shall lead to rejection without any prejudice.
- Opening of tenders
Tenders shall be opened on 08 july 2014 at 11 a.m, in the meeting room of the Centre
Regional Delegation of Public Works.
Only tenderers may attend the opening session or each have themselves represented by only one person of their choice (even in the event of a joint-venture) with sound knowledge of their file.
- Evaluation criteria
Tenders shall be evaluated in three (3) stages:
- Stage 1: Verification of the administrative documents for compliance;
- Stage 2: Evaluation of the technical proposals;
- Stage 3: Evaluation of the financial offers.
15.1 Eliminatory criteria
v For lot 1
- Incomplete or non-compliant administrative, technical and financial files;
- False declaration or forged or non-authentic documents;
- Non-presentation of a head foreman meeting the following criteria:
- Certified copy of the Diploma in computer engineering with at least ten (10) years general experience, seven (7) years as head foreman and four (4) years in the field of network;
- Microsoft certification;
- VMWARE certification;
- Absence of an attestation of financial solvency or credit line of at least seventy-five million (75 000 000) CFA F;
- Omission in the financial offer of a quantified unit price;
- Absence of a price sub-detail;
- Failure to meet at least sixty-six (66) out of the eighty-six (86) essential criterial.
v For lot 2
- Incomplete or non-compliant administrative, technical and financial files;
- False declaration or forged or non-authentic documents;
- Non-presentation of a head foreman meeting the following criteria: certified true copy of the Diploma in electrical engineering with at least seven (7) years general experience, and at least three (3) years as head foreman.
- Absence of an attestation of financial solvency or credit line of at least twenty million (20 000 000) CFA F;
- Failure to meet at least fifty (50) out of the sixty (60) essential criterial
- Omission in the financial offer of a quantified unit price;
- Absence of a price sub-detail;
15.2 Essential criteria
Lot 1
The technical proposals shall be evaluated out of the following eighty-six (86) essential criteria:
ü Presentation out of 2 criteria;
ü Consultant’s experience out of 17 criteria;
ü Compliance of the work plan with the proposed model out of 6 critera;
ü Supervisory staff out of 17 criteria;
ü Equipment out of 44 criteria.
Lot 2
The technical proposals shall be evaluated out of the following sixty (60) essential criteria:
ü Presentation out of 2 criteria;
ü Consultant’s experience out of 11 criteria;
ü Compliance of the work plan with the proposed model out of 6 critera;
ü Supervisory staff out of 17 criteria;
ü Equipment out of 24 criteria.
- Tender validity
Tenderers shall be bound by their tenders for a period of ninety (90) days with
effect from the tender-submission deadline.
- Contract award
The contract shall be awarded to the tenderer with the lowest bid deemed to be
essentially in keeping with the tender file.
