1- Object
Within the framework of the execution of the 2014 budget, the Minister for Public Works, Project Owner, hereby issues on behalf of the Republic of Cameroon, an Open National Invitation to Tender for the above works.
2- Scope of works
The tender concerns the equipment of General Department of Technical Studies of the Ministry of Public Works with geotechnical and topographic materials
3- Eligibility
Participation in this invitation to tender is open on equal conditions to all Cameroon-based contractors.
4- Financing
The services shall be financed by the MINTP Budget for the 2014 Financial Year. The estimated cost shall stand at one hundred and eighty million (180 000 000) CFA F, inclusive of taxes.
5- Consultation of tender documents
The tender documents may be consulted at the Ministry of Public Works, sub-department of public contracts, tel: 22 23 14 22 by the Yaounde Municipal Lake.
6- Acquisition of tender documents
The tender documents may be obtained at Ministry of Public Works, Sub-Department of Public Contracts by the Yaounde Municipal Lake, upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of one hundred thousand (100 000) CFA F.
Such receipt must identify the payer as representing a contractor willing to participate in the tender.
7- Provisionary guarantee
Tenders shall include a provisionary guarantee (bid bond) issued, in keeping with the tender model by a first class banking institution approved by the ministry in charge of finance. It shall stand at one million five hundred thousand (1 500 000) CFA F each.
8- Application deadline
Interested tenderers shall have thirty (30) days to apply, with effect from the date of publication of this tender.
9- Submission of tenders
Drafted in English or French in septuplicate (7) including one original and six (6) copies labeled as such, tenders shall be submitted at the Ministry of Public Works, Sub-Department of Public Contracts Tel: 22 23 14 22 no later than 02/07/2014 at 10 a.m, local time. They shall bear the following:

To be opened only at the tender-evaluation session”.
10- Tender compliance
In addition to the administrative documents, each tender shall include a provisionary guarantee issued, in keeping with the tender model by a first class banking institution (list indicated in the tender) approved by the ministry in charge of finance. It shall stand at three million (3 000 000) CFA F.
The provisional guarantee shall enter into force on the tender-submission deadline and shall be valid at least thirty (30) days with effect from the tender validity period.
Lest they be rejected, shall be submitted only the originals or true copies of the other relevant administrative documents, certified by the issuing service, in keeping with the requirements of the Special Tender Regulation. They must be valid in keeping with the regulation in force.
The absence or non-respect of the provisional guarantee model issued, in keeping with the tender model by a first class banking institution approved by the Cameroon ministry in charge of finance shall lead to rejection of the tender without any prejudice.
11- Opening of tenders
The administrative documents, the technical proposals and the financial offers shall be opened on 02/07/2014 as from 11 a.m in the meeting room of the MINTP Tenders Commission located at the Centre Regional Delegation of Public Works.
Only tenderers may attend this session or each have themselves represented by one duly mandated person of their choice with sound knowledge of their file.
12- Supply timeframe
The maximum supply timeframe shall be thirty (30) days.
13- Tender evaluation
13.1- Eliminatory criteria
Tenders not meeting the following criteria shall be rejected:
- Incomplete or non-compliant administrative document, technical proposal and financial offer;
- False declaration or forged documents;
- Absence of the manufacturer’s authorization;
- Omission of a quantified unit price in the financial offer;
- Financial capacity of tenderer of at least sixty millions (60 000 000) CFA F;
- Failure to meet all the following Major technical characteristics of materials
- Failure to meet at least seven (7) out of the nine (9) essential criteria.
13.2 Essential criteria
The evaluation of the following essential criteria whose detail is indicated in the evaluation grid, shall be done according to the binary mode by attributing to each criterion a positive value (yes0 or a negative value (no):
- Presentation out of 2 criteria;
- Planning of supply out of 1 criterion;
- Guarantee out of 3 criteria;
- After-sales service out of 1 criterion;
- Tenderer’s references out of 2 criteria;
- Conformity of equipment to the technical specifications out of 1 criterion.
Only the financial offers of tenerer’s meeting at least seven (7) out of the nine (9) essential criteria shall be evaluated.
14- Tenders validity
Tenderers shall be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline.
15- Award of contract
The contract shall be awarded to the tenderer on the list of tenderers pre-selected after the evaluation of the eliminatory and essential criteria and having the lowest bid.
