1- Object

On behalf of the Republic of Cameroon, the Minister for Public Works, Project Owner, hereby issues an Open National Invitation to Tender for the above services.

2- Scope of works

The tender concerns the supply and installation of ten (10) 3 HP each air-conditioners at the Ministry of Public Works.

3- Eligibility

Participation in this invitation to tender shall be open on equal conditions to all Cameroon-based contractors.

4-                 Financing

The services shall be financed by the MINTP Public Investment Budget for the 2014 Financial Year, line 48 36 34 00 10 22 41 for an estimated cost of twenty million (20 000 000) CFA F.

5-                 Consultation of tender documents

The tender documents may be consulted at the MINTP Sub-Department of Public Contracts, Tenders Service, Block G, Tel: 22 23 14 22 by the Yaounde Municipal Lake.

6-                 Acquisition of tender documents

The tender documents may be obtained at the MINTP Sub-Department of Public Contracts, Tenders Service by the Yaounde Municipal Lake, upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of forty thousand (40 000) CFA F.

Such a receipt must identify the payer as representing a contractor willing to participate in the tender.

7-                 Provisional guarantee

Tenders shall include a provisionary guarantee (bid bond) issued, in keeping with the tender model by a first class banking institution approved by the ministry in charge of finance. It shall stand at four hundred thousand (400 000) CFA F.

8-                 Application deadline

Interested tenderers shall have thirty (30) days to apply, with effect from the date of publication of this tender.

9-                 Submission of tenders

Drafted in English or French in septuplicate (7) including one original and six (6)  copies labeled as such, tenders shall be submitted at the MINTP Sub-Department of Public Contracts, Tenders Service by the Yaounde Municipal Lake no later than 09/05/2014 at 10 a.m, local time. They shall bear the following:

To be opened only at the tender-evaluation session”.

10-             Tender compliance

Tender shall include a provisional guarantee (bid bond) issued, in keeping with the tender model by a first class banking institution approved by the ministry in charge of finance. It shall stand at four hundred thousand (400 000) CFA F.

The provisional guarantee shall enter into force on the tender-submission deadline and shall be valid at least thirty (30) days with effect from the tender validity period.

Lest they be rejected, shall be submitted only the originals or true copies of the other relevant administrative documents, certified by the issuing service, in keeping with the requirements of the Special Tender Regulation. They must be valid in keeping with the regulation in force.

The absence or non-respect of the provisional guarantee model issued, in keeping with the tender model by a first class banking institution approved by the Cameroon ministry in charge of finance  shall lead to rejection of the tender without any prejudice.

11-             Opening of tenders

The administrative documents, the technical proposals and the financial offers shall be opened on 09/05/ 2014 at  11 a.m in the meeting room of the MINTP Tenders Board located at the Centre Regional Delegation of Public Works.

Only tenderers may attend this session or each have themselves represented by one duly mandated person of their choice with sound knowledge of their file.

12- Supply timeframe

The supply and installation timeframe shall be thirty (30) calendar days.

13- Main tender evaluation

13.1- Eliminatory criteria

1. Incomplete administrative document, technical proposal and financial offer;
2. False declaration or forged documents;
3. Absence of a quantified unit price in the financial offer;
4. The original supply certificate issued by the manufacturer or its representative;
5. Financial capacity of tenderer ≤ six million (6 000 000) CFA F;
6. Failure to meet one of the following major characteristics;

-                     Motor rating of the air-conditioner ≥ 3HP;

1. Failure to meet at least seven (7) out of the nine (9) essential criteria.

13.2 Essential criteria

The evaluation of the following essential criteria whose detail is indicated in the evaluation grid, shall be done according to the binary mode by attributing to each criterion a positive value (yes) or a negative value (no):

-                     Presentation out of 1 criterion;

-                     Planning of supply out of 1 criterion;

-                     Guarantee out of 3 criteria;

-                     After-sales service out of 1 criterion;

-                     Tenderer’s references out of 2 criteria;

-                     Compliance with the technical specifications out of 1 criterion.

14. Tenders validity

Tenderers  shall be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline.

15. Award of contract

The contract shall be awarded to the tenderer with the lowest bid deemed to be essentially in keeping with the tender.
