Speech of the Minister for Public Works at the ceremony for the laying of the foundation stone of the Wouri second bridge

Your Excellency, President of the Republic

Ladies and Gentlemen,

This is a great day for the large family of the public works and civil engineering sector in general and the Ministry of Public Works in particular. With the second bridge over river Wouri, the Greater
Accomplishments Prorgamme is resolutely diversifying. After the sea port and hydroelectricity dams, the structure that will be constructed here come to complete a series of techniques to be used. Cameroonian engineers, most of whom are under our supervision, are now called upon to show their talent.

On their behalf, we solemnly express our gratitude to you for providing opportunities to showcase and improve our aptitudes and references which we hope will open widely our international horizons. A varied range of major projects brings about a powerful spill-over effect that would be
beneficial to them. Those engineers are grateful to you for actively participating in national construction.

For us at the Ministry of Public Works, we are very grateful for the immense privilege given to us to write our name under the structures which you will pass on to prosperity. We are honoured and proud to enter the construction history of our beautiful country. Thirdly, we appreciate
the recent organization chart which restores this ministry to its full right as the State’s engineer. Henceforth, it can guarantee the technical standards of all our infrastructures, define the technical itineraries of their design,secure funds for execution and especially their maintenance.

Your Excellency, Presidentof the Republic

Ladies and Gentlemen,

Today’s ceremony is the official launching of the works of a project which has two components:

One double deck bridge, with a road deck and a railway deck in order to curb insecurity which might be brought about by the coexistence of two lanes on the same deck,



-One connection road component that is more than 7 km in order to harmonize and take
over the heavy traffic that will henceforth be on the decks.

This structure, which was selected after and architectural and technical contest, will the
executed by the SOGEA/SATOM/SOLETANCHE/BACHY/LAVIGNE/CHERON/GEISH joint-venture
in 44 months. In addition to the environmental and drastic safety constraints,
this structure will guarantee a substantial contribution to the national
economy by the use of local materials and national man power. At the end of the
operation, more that 500 persons will have worked here to lay more than 50 000
cubic meter of concrete, 8900 tons of passive reinforcement, 1500 tons of
pre-stressed cables, 200 000 cubic meter of earthworks, etc.

Alongside the above joint-venture, another one, LOUIS BERGER/SCET TUNISIE and LABOGENIE
will assist the Project Owner concerning the technical and geotechnical aspects
of the works. A respectable amount of close to 120 billion CFA F would have
been consumed. Nuisances, reduced to their simple expression because of the use
of a breakwater, an occasional bridge will surely be registered. But all these
little inconveniences would not mean anything when the second bridge over river
Wouri would be completed, except the souvenir of the sacrifice that the entire
population will make for its development.

We and our teams are still fully motivated and enthusiastic for the successful execution
of this project and others that you started for the good of our country.
