OPEN NATIONAL INVITATION TO TENDER No60/AONO/CPM/MINTP/2014

for the construction works of a double box culvert at Km 17+450 on the Yaounde – Ayos road section

Financing: MINTP Budget (via the Road Fund Investment window)  2014 Financial Year

On behalf of the Government of the Republic of Cameroon, the Minister for Public Works, Project Owner, hereby issues an Open National Invitation to Tender for the above works.

1. Object

The tender concerns the execution of the construction works of a double box

culvert at Km 117+450 on the Yaounde– Ayos road section in the Centre Region.

2. Scope of works

The works concern the construction of a double box culvert between Yaounde

(Nkoabang junction) and Ayos over river Mbem on NR10, Centre Region as described below:

The works shall comprise the operations defined in the Special Technical

Conditions (CCTP).

3. Eligibility

Participation in this tender shall be open on equal conditions to all Cameroon-law contractors.

4. Financing

Works under this tender shall be financed by the Budget of the Ministry of Public

Works (via the Road Fund Investment window) for the 2014 Financial Year. The estimated cost shall stand at two hundred and fourty million (240 000 000) CFA F, inclusive of taxes.

5. Execution timeframe

The overall execution timeframe shall be four (4) calendar months, including the rainy periods and any other vagaries and suggestions, with effect from the date of notification of the Notice to Proceed.

6. Administration on behalf of which the contract will be concluded

At the end of examination of the offers and the choice of the successful tenderer, the contract will be concluded between the Minister of Public Works, Project Owner, and the tenderer.

  1. 7. Provisional guarantee (bid bond)

Tenders shall include a provisional guarantee (bid bond), issued in keeping with

the tender model by a first class banking institution approved by the Minister in charge of finance. It shall stand at four million (4 000 000) CFA F and be valid for a period of one hundred and twenty (120) days with effect from the tender-submission deadline.

The provisional guarantees of unsuccessful tenderers shall be released automatically at most thirty (30) days with effect from the expiration of tender-validity deadline. That of the successful tenderer shall be released after the constitution of the definitive guarantee.

8. Consultation of tender documents

Tender documents may be consulted at the MINTP Sub-Department of Public

Contracts by the Yaounde Municipal Lake.

9. Acquisition of tender documents

Tender documents may be obtained during working hours at the MINTP Sub-Department of Public Contracts by the Yaounde Municipal Lake, upon presentation of a receipt of payment into the public treasury of a non-refundable fee of one hundred and thirty thousand (130 000) CFA F.

The said receipt must identify the payer as representing the consulting firm  willing to participate in the tender.

10. Presentation of offers

The constituent documents of the tender shall be divided into the following

three volumes enclosed in a sealed envelope:

  • Envelope A containing the administrative document (volume 1);
  • Envelope B containing the technical proposal (volume 2);
  • Envelpoe C containing the financial offer (volume 3).

The tenders thus presented shall be enclosed in a large and sealed outer

envelope bearing only the subject of the tender concerned.

The different documents of each offer shall be numbered in the order of the tender and separated with dividers of the same colour.

11. Application deadline

Intereted tenderers shall have thirty (30) days to apply, with effect from the date of publication of this tender.

12. Submission of tenders

Drafted in English or French and in septuplicate (7) including one (1) original and six (6) copies labelled as such, tenders shall be submitted in a sealed envelope at the MINTP Sub-Department of Public Contracts by the Yaounde Municipal Lake no later than 17/07/2014 at 10 a.m. They shall bear the following:

To be opened only at the tender-evaluation session”.

13. Tender compliance

Tenders received after the submission deadline or those not respecting the separation mode of the financial offer from the administrative document and the technical proposal shall be rejected.

Lest they be rejected, shall be submitted only the originals or true copies of the relevant administrative documents, certified by the issuing service in keeping with the requirements of the Special Tender Regulations. They must date not less than three (3) months old at the initial tender-submission deadline.

14. Opening of tenders

The administrative document, the technical proposal and the financial offer shall be opened by the MINTP Ministerial Tenders Board on 17/07/2014 at 11 a.m, in the meeting room of the Centre Delegation of Public Works in Yaounde.

Only tenderers may attend this opening session or each have themselves represented by only one duly mandated person of their choice with sound knowledge of their files.

15. Evaluation criteria

15.1 Eliminatory criteria:

a)    Incomplete or non-compliant administrative, technical and financial files;

b)    False or non-authentic document;

c)    Failure to execute during the last five (5) years one (1) paved road maintenance project of at least one hundred and fifty million (150.000.000) CFA F;

d)    Absence of the attestation of enrolment into NOCE for the head foreman;

e)    Omission of a quantified unit price in the financial offer;

f)     Absence of a price sub-detail;

g)    Financial solvency or credit line of less than 100 million CFA F;

h)    Absence of the execution organization, methodology and planning;

i)      Failure to meet at least 4 out of the 5 essential criteria.

15.2 Essential criteria:

The technical proposals shall be evaluated as per the following essential criteria:

1)    Reference of the consulting firm out of one (1) criterion;

2)    Equipment out of two (2) criteria;

3)    Staff out of two (2) criteria.

16. Contract award

The contract shall be awarded to the tenderer with the lowest bid meeting the

relevant technical and administratve capacities.

17. Tender validity

Tenderers shall be bound by their tenders for a period of ninety (90) days with

effect from the tender-submission deadline.
