EVALUATION OF THE ROAD MAP OF THE MINISTRY OF PUBLIC WORKS AS OF 30 NOVEMBER 2013 : MANY LATENESS RECORDED.

The Secretary General of the Ministry of Public Works, Mr. Zo’o Zame Philémon presided over the monthly coordination meeting on 10 December in Yaounde. The agenda included the evaluation of the road map of MINTP as of 30 November 2013.

It revealed that most projects started late because of exogenous and endogenous causes.





Among the external causes is the implementation of the project-based budget which started late with failures for the first year. There is also and especially the first experience of the Ministry of Public Works which did not have the necessary human resources and experience for celerity in the processing of contract award and signature files. Other factors that hindered the timely execution or launching of projects is the disbursement of own funds by the Administration, the late payment of compensations so that the nearby populations can liberate the right of way of projects as well as the many delays observed in the signing by donors, of the non objection for choices
made by contractors.

There are also internal causes, notably delays in the processing of files, especially the signing of invoices, the approximate drafting of certain tender files which result in their rejection at the Ministry of Public Contracts; finally, the insufficient mission allowances and locomotion means for the monitoring and control of the execution of works on the field.

Consequently, certain projects could not start whereas others witnessed a low execution level.

The Yaounde-Douala motorway which is the most important project of the policy of Greater Accomplishments and which was expected to start since January 2013 is still to be launched. The contract has not yet been
signed. The Prime Minister put in place an ad-hoc Committee to dispel all obstacles hindering its execution.

The development works of the Douala Eastern entrance has a considerable delay at the level of signing of the Project Management contract although the notice to proceed was served to the contractor on 22 November 2013.

With regard to the Douala Western entrance, the non objection of the FDA conditions the continuation of the launching process at MINMAP.

Concerning the road network, the principal satisfaction is the completion of the Garoua-Boulai/Nandeke road construction works whose acceptance is still awaited.

On the contrary, the Nandéké-Mbéré road construction works has been suspended because of the non-payment of contractors’ invoices. The works have just resumed following the signing of an additional clause.

The construction works of the Mbéré-Ngaoundéré road have been completed but there are early degradations on the pavement at certain areas.
The contractor has been instructed to repair them for the road to be accepted.

Although there is not much to be said about the Kumba-Mamfe road and the Kumbo-Ndop Ring Road which are practically completed, many delays have been recorded on the Bamenda-Batibo-Numba ; Bachuo-Agbé-Mamfé-Ekok ; Nkolessong-Nding roads.

The company in charge of the construction of the Obala-Bouam and Nding-Mbgaba roads has not yet produced the technical and environmental documents, especially those related to the exploitation of quarries.

The Mengong – Sangmélima road construction works poses many problems. There is delay in the liberation of the right of way and invoice payment process. In addition, company whose contract was about the be
terminated has just resumed the works timidly.

The Sangmélima-Bikoula road pavement works are underway whereas those of the Bikoula-Djoum road has witnessed a delay because of the non reaction of donors to the request of the Administration.

However, the Djoum-Mintom-Congo border road has a delay because of the obsolete nature of the civil engineering equipment of the company.

There are also many worries concerning the pavement of the Zoétélé-Nkolyop road: the works have progressed only by 55% whereas the timeframe has been consumed at 84%. The company has a low mobilization and a
low ballast production capacity

The Mbama-Messamena road pavement works will be executed within the framework of a mutual agreement contract awarded to Edok Eter which has up to 17 December 2013 to submit its offer.

The Foumban-Manki road pavement project has also witnessed a delay, the timeframe extension file has been forwarded to donors for their non objection.

The list of files examined is far from being exhaustive. It should be noted that Mr. Zo’o was assisted by the newly appointed officials:
the two General Inspectors, Ekwé Dipanda (Services) and Efoua Fono (Technical Issues) and the Director General for Technical Infrastructures Mr Tchoumi Jean Lambert.
