1. 1. Object

The Request for Expression of Interest concerns the pre-selection of audiovisual agencies willing to participate in the Limited National Invitation to Tender for the production and broadcasting of audiovisual programmes on the infrastructure projects of the Ministry of Public Works.

1.2. Description of works

Globally, the works expected to be caaried out by the audiovisual agency shall comprise the following:

-       Management of the execution of production works;

-       Scheduling and coordination of production stages;

-       Execution and  coordination of editing and production activities;

-       Making available to the Project Owner audiovisual aids with produced and broadcast programmes.

The audiovisual agency shall specifically carry out all tasks related to the production and broadcasting of audiovisual programmes on ongoing infrastructure projects of the Ministry of Public Works for the 2014 Financial Year.

3. Selection criteria

1. 1. Be a Cameroon-based (public or private) audiovisual agency;
   2. Show proof of the relevant technical, administrative and financial capacities, to this effect

- Present an administrative file in keeping with the requirements of paragraph IV below;

- Be well experienced in the field concerned (production of audiovisual programmes, contacts

with directors to hire bradcasting spaces);

- Dispose of the relevant equipment and staff compatible with the works to be executed;

- Show proof of a financial capacity compatible with the works to be executed;

4. Application file

The audiovisual company wishing to apply for this request for expression of interest must provide the following files in two (2) volumes:

4.1 Volume 1 (Administrative documents)

“Volume 1” shall comprise the following administrative documents dating less than three (3) months at the opening session:

-       A cover letter duly signed by the candidate;

-       A copy of a valid taxpayer’s card, certified by the issuing service;

-       A copy of the business licence at the real tax rate, certified by the issuing service;

-       Original of the attestation of non-bankruptcy issued by the Court of First Instance with jurisdiction;

-       Original of the attestation of non-exclusion from public contracts issued by the Public Contracts Regulatory Agency (ARMP).

In the event of joint-venture, the last three above-mentionned documents must be provided by each constituent member. In this case, the representative of the joint-venture must be formally designated by a decision enclosed in the file.

It should be noted that the absence or non validity of one of the above documents shall lead to the rejection of the tender concerned.

4.2 Volume 2 (Technical document)

The technical proposal shall comprise the following:

4.2.1 Human resources

4.2.1.1 List of key staff

The candidate shall show proof of his capacity to mobilise a skilled staff comprise of:

The candidate shall provide a list of the key staff to be mobilised for the mission, namely:

-       One Mission Head

The Mission Head must be a professional in the field of Information/Communication (G.C.E A/Level +5 years)  and well experienced in the production of audiovisual programmes with an expertise in media-planning, the management of production teams and communication projects. He shall also show proof of at least five (5) years exeperience in the audiovisual field, with at least three (3) years as Team Leader.

-       One Technical Team Coordinator

The Technical Team Coordinator must be an expert in  Information/Communication or in the audiovisual domain (at least the G.C.E A/Level + 3 years) with at least five (5) years experience in general and having coordinated production teams.

-       One Expert Facilitator

The Expert/Facilitator must be experienced in the organization of tours within the country with at least the G.C.E A/Level + 2 year.

List of support staff

-       One cameraman,

-       One sound recordist,

-       One editor,

-       One director,

-       One secretary – accountant,

-       Drivers and messengers.

This list must be accompanied by the following justification documents dating lest than three (3) months old:

• Curriculum vitae dated and signed by the concerned;
• Certified true copy of highest diploma;
• A document attesting the availability of each staff.

The staff shall score a zero for the non-production of one of these documents.

4.2.1.2 Organization chart of the agency

4.2.1.3 References of audiovisual structures and agencies

The candidate shall produce the list of erefences speciying the following:

-       The number of years of experience in the field of audiovisual production;

-       The works executed in this field.

To be considered for evaluation, each reference in similar works must be justified by an extract of the contract bearing the first, last and signature pages, including attestations of proper execution or corresponding acceptance reports issued by the Project Owner. All these documents must be clear and legible.

4.2.1.4 Localization plan of the Headquarters with its detailed description

In addition, the candidate must show proof of logistics, technical resourses and equipment.

4.2.1.5  logistics, technical resourses and equipment

The candidate must show proof of the technical resources and equipment to be mobilized for the execution of the works. To this effect, he shall produce a list of the following equipment:

Logistics (vehicles, cameras, editing bench, audiovisual equipment, communication equipment, etc);

• Office equipment (computer, printer);
• Offices, cupboards and filing cabinets, etc.) present at the audiovisual agency’s Headquarters, indicating the age (provide supplier’s receipt).

NB: The candidate must show proof of ownership of all this equipment.

4.2.2 Authorization to chek the information provided

Duly signed by the General Manager of the audiovisual agency or the representative of the joint-venture, such authorization shall enable the Minister of Public Works to conduct any verifications deemed necessary, in order to ascertained the accuracy of the information relating to the references or the equipment indicated by the candidate.

The localization of the said equipment must be specified, given that verification may be done by the Project Owner if need be.

Technical proposal evaluation criteria

5.1 Eliminatory criteria:

-       Non-compliant administrative and technical files;

-       False declaration or forged document;

-       Technical score of less than seventy (70) out of 100 points.

5.2 Essential criteria:

The technical proposal shall be evaluated out of 100 points as per the following criteria:

-       Staff......................... 40 points

-       Reference................ 30 points

-       Equipment................ 30 points

Only consultants who shall have scored an overall technical mark of at least seventy (70) out of 100 points at the evaluation session shall be pre-selected. The evaluation grid shall be as follows:

Submission of tenders

Tender files in quintuplicate (5) including one (1) original, and four (4) copies shall be submitted in a sealed and stamped envelope at the MINTP Communication Unit , Block C, no later than 05 september 2014 at 11 a.m, local time, upon publication of this tender. They shall bear the following:

To be opened only at the tender-evaluation session.”

The overall execution timeframe shall be 30 calendar months.

1. Publication pf results

The Limited National Invitation to Tender relating to the above-mentioned works shall serve as publication of the pre-selection result. The pre-selected audiovisual agencies shall be contacted within the framework of the National Invitation to Tender for the production and broadcasting of audiovisual programmes on the infrastructure projects of the Ministry of Public Works for the 2014 Financial Year, in keeping with Article 12 of decree No 2004/275 relating to the Public Contracts Code.
