OPEN NATIONAL INVITATION TO TENDER No28/AONO/MINTP/CPM/2014 of 10/04/2014

for the execution of the rehabilitation works of certain rural roads

in the East and Littoral regions

Financing: MINTP PIB (via the Road Fund Investment Window), 2013 - 2014 Financial Years

The Minister for Public Works, Project Owner, hereby issues an Open National Invitation to Tender for the above works.

  1. Object

The works shall concern the execution of the rehabilitation works of certain rural

roads in the East and Littoral regions for the 2014 Financial Year.

  1. 2. Allotment

  1. 3. Scope of works

The works shall involve the following tasks inter alia:

  • Cleaning, felling of trees and deforestation of roadsides;
  • Reshaping of the platform;
  • General earthworks for the punctual repair of the platform, especially raising it at flood-prone areas and widening it at narrow areas;
  • Execution of the wearing course;
  • Creation of minor hydraulic structures such as culverts, earth gutters, rain pipes, earth ditches and outlets, BA bridges and mixed deck stone masonry;
  • Construction of rain gates;
  • Management of rain gates;
  • Repair of road marking;
  • Environment protection measures;
  1. Eligibility

Participation in this tender shall be open on equal conditions to all public works contractors based in Cameroon.

5.  Financing

The works shall be financed by the MINTP Public Investment Budget via the Road

Fund Window for the 2013 and 2014 Financial Years.

6. Consultation of tender documents

Tender documents may be consulted at the MINTP Sub-Department of Contracts by the Yaounde Municipal Lake.

7.   Acquisition of tender documents

Tender documents may be obtained at the MINTP Sub-Department of Contracts by the Yaounde Municipal Lake, upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of one hundred and fifty thousand (150 000) CFAF.

The said receipt must identify the payer as representing the consulting firm willing to participate in the tender.

8. Provisional guarantee (bid bond)

Tenders shall include a provisional guarantee (bid bond) issued, in keeping with the

tender model, by a first class banking institution approved by the Minister in charge of finance. It shall stand at:

The provisional guarantee of unsuccessful tenderers shall be released at most thirty (30) days with effect from the expiration of the tender validity. That of the successful tenderer shall be released only when the definitive guarantee shall have been constituted.

  1. Presentation of tenders

The tender constituent documents shall be presented in the following three volumes enclosed in a single envelope:

  • Envelope A containing the Administrative documents (Volume 1);
  • Envelope B containing the Technical proposal (Volume 2);
  • Envelope C containing the Financial offer (Volume 3).

All the constituent documents (envelopes A, B and C) shall be enclosed in a sealed

outer envelope bearing only the subject of the tender.

The different documents of each offer shall be numbered in the order indicated in the

tender and separated by identical coloured dividers.

  1. 10. Application deadline

Interested tenderers shall have thirty (30) days to apply, with effect from the date of

publication of this tender.

  1. Submission of tenders

Drafted in English or French and in septuplicate (7) including one (1) original and six (6) copies, labelled as such, tenders shall be submitted in a sealed envelope at the MINTP Sub-Department of Contracts (Tel: 22 23 14 22) by the Yaounde Municipal Lake, no later than 21/05/2014 at 10 a.m. They shall bear the following:

To be opened only at the tender-opening session.”

  1. Tender compliance

Tenders received after the submission deadline, especially those not respecting the separation mode of the financial offer from the administrative document and the technical proposal shall be rejected.

Lest they be rejected, only originals or true copies of the other relevant administrative documents, certified by the issuing service in keeping with requirements of the Special Tender Regulation shall be submitted.

  1. Opening of tenders

The administrative documents, the technical proposals and the financial offers shall be opened on 21/05/2014 at 11 a.m, in the meeting room of the MINTP Tenders Board located at the Centre Regional Delegation of Public Works.

Only tenderers may attend this session or each have themselves represented by one duly mandated person of their choice with sound knowledge of their file.

  1. Tender validity

Tenderers shall be bound by their tender for a period of ninety (90) days with effect

from the tender-submission deadline.

  1. Evaluation criteria

15.1Eliminatory criteria

15.1.1 Administrative documents

a)    Incomplete or non-compliant administrative file;

b)    Forged or non-authentic document;

c)    Omission of a quantified unit price sub-detail (the lot concerned shall be rejected);

d)    Absence of the attestation of site visit issued by the tenderer;

e)    Absence of a methodology note (organization, planning and understanding of the project);

f)     Absence of an attestation of enrolment into the National Order of Civil Engineers (NOCE) for any Civil Engineer proposed in the post of Head Foreman;

g)    Failure to execute during the past ten years of an earth road maintenance or rehabilitation project of at least one hundred million (100 000 000) CFA F;

h)   Failure to show proof of ownership or hiring of the following minimum equipment:

-       Shovel excavator;

-       Liaison pick-up.

i)     Failure to meet at least 23 out of the 35 essential criteria.

15.1.2 Technical proposal

The technical proposal shall be evaluated out of the following 35 essential

criteria:

a)    Presentation out of 2 criteria;

b)    Supervisory staff prosed (document 9.5) out of 15 criteria;

c)    Equipment to be mobilized out of 11 criteria;

d)    References of the consulting firm (document 9.7) out of 7 criteria.

16 Contract award

The contract shall be awarded to the tenderer with the lowest bid and having the

required technical and administrative capacities.

A tenderer may be awarded a maximum of one (1) lot.

The Project Owner shall reserve the right not to award the contract to a tenderer who, being holder of an ongoing contract with MINTP, has less satisfactory performances (formal warning or establishment of shortcomings notified during the six months preceding the award, contract under termination).

17.    Execution timeframe

The overall execution timeframe shall be six (6) months for lot 1 and five (5) months for lot 2, including short rainy seasons, with effect from the date of notification of the Notice to Proceed.
