Par décision N°290/D/MINTP/CAB du 10 octobre 2019 et  décision N°291/D/MINTP/CAB du 10 octobre 2019, le Ministre des Travaux Publics Emmanuel, NGANOU DJOUMESSI a porté à la tête de cette importante structure mise sur pieds par le Chef du Gouvernement. Les deux responsables portés à la tête du PLANUT sont des ingénieurs chevronnés choisis par le Ministre des Travaux Publics pour leur profil, leur expérience et leur expertise. En effet, Ingénieur de Génie Civil diplômé de l’Ecole Nationale des Ponts et chaussées de Paris ainsi que de l’Ecole Nationale des Sciences Appliquées de Lyon en France, M. Zo’o Serge était précédemment Coordonnateur-adjoint du PLANUT/Volet routier au MINTP. Le Coordonnateur-adjoint pour sa part est ingénieur de Génie Civil diplômé de l’Ecole Nationale Supérieure Polytechnique de Yaoundé. Il a par ailleurs été responsable du projet Manki-Pont de la Mapé.

Aux deux promus, le Secrétaire Général a rappelé le cadre et le contexte dans lequel interviennent ces nominations. « Vous prenez fonction au moment où le Président de la République, Chef de l’Etat a engagé toute la Nation sur le chemin de l’émergence à l’horizon 2035, sur le chemin du dialogue et du vivre ensemble ? Toute chose qui ne pourrait se réaliser que si chacun des camerounais contribue activement à mettre en œuvre à son niveau les très hautes directives présidentielles afin que la construction d’une République exemplaire chantier si cher au Chef de l’Etat soit une réalité » a t–il indiqué.

Le PLANUT est un vaste programme d’investissements décidé par le Chef de l’Etat, au cours du Conseil Ministériel qu’il a présidé le 09 décembre 2014 .Il a pour finalité, le renforcement des performances de l'économie nationale et l’amélioration des conditions de vie des populations camerounaises. Il se décline en un programme triennal d'investissements dans les secteurs tels que l'aménagement urbain, l’habitat, la santé, l'agriculture, l'élevage, les infrastructures routières, l'eau, l'énergie et la sécurité. Au total, neuf (09) Maîtres d’Ouvrages sont concernés par la mise en œuvre du PLANUT, au rang desquels le Ministère des Travaux Publics occupe une place de primordiale.

Le PLANUT comporte plusieurs volets dont un routier mis en œuvre par le MINTP. Ce volet qui vise le bitumage des routes essentielles sur l’étendue du territoire national avec un itinéraire routier pour chaque région, est composé d’une tranche ferme dont les financements sont disponibles et une tranche conditionnelle dont les financements sont à rechercher. La tranche ferme dont le financement est bouclé dispose actuellement d’un budget prévisionnel de 338 500 000 000 F CFA et prévoit la construction des routes dont le linéaire est total est d’environ 667 km, l’existence des études préalables ayant permis de lancer les appels d’offre et de contractualiser les travaux et les contrôles. Les lots 8 à 12, d’un linéaire d’environ 321 km, font l’objet de maîtrise d’œuvre complète pour cinq bureaux d’études. La tranche conditionnelle quant à elle porte sur un linéaire de routes de 645 km.

By Decision No. 290 / D / MINTP / CAB of October 10, 2019 and Decision No. 291 / D / MINTP / CAB of October 10, 2019, the Minister of Public Works Emmanuel, NGANOU DJOUMESSI has placed at the head of this important structure put in place by the Head of Government. The two personnel placed at the head of PLANUT are experienced engineers chosen by the Minister of Public Works for their profile, experience and expertise. Graduate Civil Engineer from the National School of Bridges and Roads of Paris and the National School of Applied Sciences of Lyon in France, Mr. Zo'o Serge was previously Deputy Coordinator of PLANUT / Road Component at Ministry of Public Works. The Assistant Coordinator is a Graduate Civil Engineer of the National Advanced School of Engineering, Yaoundé. He was also in charge of the Manki-Bridge project of Mapé .

To the two newly promoted, the Secretary General recalled the framework and the context in which these appointments came into play. "You are taking office at a time when the President of the Republic has engaged the whole nation on the paths towards emergence by 2035, of dialogue and of living together? A vision that could only be achieved if every Cameroonian actively contributes to implement at his or her own level the high directives of the Head of State, so that the construction of an exemplary Republic so dear to the Head of State is a reality " he indicated.

PLANUT is a vast investment program initiated by the Head of State during the Ministerial Council, which he chaired on December 9, 2014. Its purpose is to strengthen the performance of the national economy and the improvement of the living conditions of the Cameroonian people. It comes in a three-year investment program in sectors such as urban development, housing, health, agriculture, livestock, road infrastructure, water, energy and security. In total, nine (09) Project Owners are involved in the implementation of PLANUT, among which the Ministry of Public Works (MINTP) occupies a place of prime importance.

PLANUT has several components among which is the road operated by the MINTP. This component, which aims at paving essential roads over the national territory with a road itinerary for each region, is made up of a firm tranche whose financing is available and a conditional phase whose financing is still to be made available. The firm tranche whose financing is completed currently has an estimated budget of 338,500,000,000 CFA francs and provides for the construction of roads, approximately 667 km long. The existence of preliminary studies have made it possible to launch tenders and contracts for works and controls. Lots 8 to 12, with a linear length of approximately 321 km, are the subject of complete project management for five engineering study firms. The conditional phase comprises a linear of 645 km.
